The Division of Planning and Development consists of four departments: Planning, Building, Code Compliance, and Housing.

The Planning Department consists of Development Review, Zoning and Planning. Development Review assists people in matters relating to property uses and improvements. Zoning begins the process of permit issuance by confirming that a proposed use conforms with existing requirements and assists citizens in any rezoning processes. Planning guides the long-range growth patterns of the County. Those departments work directly with property owners, developers and governmental officials to provide for management of development patterns.

The Building Department provides public health and safety by building plans examination, inspecting buildings and managing records for the construction industry within the community. The department also assists the public in obtaining permits and licenses for building needs, along with consulting with architects, engineers and homeowners. Contractor Licensing is part of this department.

The Code Compliance Department addresses issues that can affect the environment, public health and safety, property values and general well being. Community preservation and improvement activities are now recognized by governmental leaders as necessary to halt or reverse the spread of blighting influences.
