Demolition/Reconstruction Assistance

Overview

(Application cycle opening July 18, 2022, will close on June 30, 2024, or sooner if all 2022/2023 funds are expended).  There is a waiting list for this strategy.

Demolition/Reconstruction Program

SHIP funds will be made available to homeowners for the construction of a new site built home to replace their unsafe structure where rehabilitation is not financially feasible. The funds will be used for the demolition of all unsafe structures that pose immediate threat to the public's health, safety and welfare located on the property and the construction of a new home to include necessary upgrade or replacement of well and/or septic system.

Assistance 

The maximum award for assistance is $160,000. Assistance shall be in the form of a zero percent interest loan secured by a recorded mortgage and promissory note with monthly payments required for a term of thirty years. Assistance is provided on a first-qualified, first-serve basis. Applications are only accepted following the annual advertisement of the availability of SHIP funds.  Priority may be given according to the initial determination of assistance to comply with the SHIP expenditure requirements outlined in Florida Statutes § 420.9075 and Chapter 67-37 Florida Administrative Code.

Requirements & Limitations

Applicants must submit a completed application for determination of eligibility. Assistance will only be provided for homes that are owner-occupied and used as a primary residence. Proof of Homestead Exemption is required, and all property taxes must be current. The property must meet local codes, including zoning regulations. The county will only take the first mortgage position. In cases where the homeowner has an existing mortgages(s), assistance will only be provided if the current balance is under $5,000.00, and the county can obtain clear title to the property. Any existing mortgage(s) must be in current standing at the time of application to be eligible for payoff with SHIP funds. Recipients of SHIP demolition/reconstruction funds will not be eligible for any other housing assistance, except in the case of a disaster. Assistance will not include relocation costs.
